CYRIL Fitzsimons, owner of the wildly popu lar Cyril’s Fish House in Amagansett, shocked some Knicks fans at the Garden the other day. Cyril, 61, who’d been drinking since he was 15, has been on the wagon now for two months, the longest stint in his life without booze. But there he was for a game against the Charlotte Bobcats with his children Richard, 9, and Kimani, 11, look ing great. He was heading for Anguilla, where he also owns two res taurants.
